The California State Capitol, located in Sacramento, the state capital of California, features a European dome design inspired by the ancient Roman Empire, where the concept of democratic laws originated. The paperweight depicted bears the Legislature’s symbols, including the California state animal and flower, the grizzly bear and the California poppy. It also displays the legislative motto “Legislatorum est justas leges condere,” which means “It is the duty of legislators to make just law.”
